Candidate for District Mayor of Prague 5

Ing. Filip Karel, Ph.D.

Filip Karelč. 1

A district hall should be a service. Fast, digital and fair.

I have lived in Prague 5 since 2007. It is my home and my family's home. I want to turn the district hall into a professional, digital and fair service for people: a district hall you can rely on, one that finishes what it starts, decides based on data and plays fair.

I am a husband and a father of three, and professionally I have long worked at the intersection of finance, education and digitization. For more than twenty years I have worked in educational and project services. I spent eight years as a project manager at Scio, then spent years helping preschools and elementary schools with grants and project administration.

I led a large five-year project on reading literacy that involved several hundred schools across the country. More recently I have worked on digitizing school accounting, which gives me daily hands-on experience with how to simplify processes and move them online.

In 2023 and 2024 I was the council member for IT, open government and commercial premises. Among other things I pushed through a substantial reduction in the paperwork produced and circulated at the district hall, publication of the list of vacant commercial premises and faster leasing of them, participatory projects at schools and the creation of a Children and Youth Parliament, plus changes to the rules of procedure that made the district hall more open.

Today, as an opposition assembly member, I keep an eye on how the district hall manages its property and money, and I lead the local Piráti association in Prague 5. I insist that the district hall's decisions rest on data and numbers, because without them you cannot govern fairly. It frustrates me that the district hall cannot produce a proper education strategy or a clear plan for renovating unused apartments.

I graduated from ČVUT in Prague, Faculty of Electrical Engineering, in biomedical engineering and cybernetics. For years I was also active in Amnesty International. In my free time I like to cook, play board games, hike in the mountains and hunt for the best cafés, not only in Prague 5.

I want to be a district mayor who opens the district hall, digitizes it and sees things through.

I want Prague 5 to be a good place to live for everyone who lives here.

What I want to push through

  • Repair every municipal apartment
  • Begin the reconstruction of Štefánikova street
  • A clear budget and an investment plan for the whole term
