Housing and sensible development

What exactly, within 4 years

• We will require amenities from developers. For large-scale construction (under the new Metropolitan Plan) our agreements with developers will demand enough land for public amenities and compensation for the city's costs. That is how we get both the land and the money for the preschools, schools, playgrounds and parks that belong with new development.
• We will not build on green space. On undeveloped and "green" land we will allow construction only in exceptional cases and in the public interest. By having the district object in zoning proceedings we will prevent building on green space, even at the cost of compensating for or swapping the land, and where felling trees is unavoidable we will insist on replacement planting.
• We will protect the character of the neighborhoods. We will consistently uphold the Rules for Assessing Development Proposals in Stabilized Areas of Prague 5, which we pushed through in 2021, and rely on the Structural Plan and the heritage zone regulation. "There is already one building like that" does not count: new development has to respect its surroundings and its neighbors.
• We will finish the housing strategy and repair the empty apartments. Prague 5 manages 762 apartments and roughly 15% of them sit idle, unrepaired and empty. Within a year we will approve a housing strategy with clear rules on who qualifies (young families, single parents, seniors, supported professions) and a binding renovation plan with deadlines, a budget and transparent rents.
• We will support affordable housing across Prague. Housing is a citywide priority. We will support the citywide Housing Action Plan (more municipal construction, acceleration zones, higher developer contributions) and use it locally, from backing the Prague Development Company when it builds on land in Prague 5 to consistent agreements with developers on zoning changes.
